Federal Decree-Law No. 10 of 2025 on Combating Money Laundering, the Financing of Terrorism and the Financing of Proliferation, in force 14 October 2025, replacing Federal Decree-Law No. 20 of 2018, with Cabinet Resolution No. 134 of 2025 (Executive Regulations, effective 14 December 2025), Cabinet Decision No. 74 of 2020 on targeted financial sanctions, and the free-zone rulebooks of the ADGM (FSRA) and DIFC (DFSA). The 2025 regime expressly covers proliferation financing and tax evasion as predicate offences, brings virtual assets and VASPs into scope, expands the DNFBP definition to commercial-gaming operators, introduces an objective knowledge test, and requires 10-year record-keeping and stricter beneficial-ownership verification.
